It's exposed nerves reacting to the atmosphere and such. You can make it grain better by putting some neosporin and a bandaid over it.

Because you own nerve ending in your skin. Put some anti-septic cream on it and wrap it surrounded by a bandage.
Your fingers own a high concentration of backbone endings. Opening layer of skin above these nerve ending causes them to become more sensitive to sensations (since there's not as much skin covering them).

Ripping skin rotten is a wound. The skin protects nerves etc. and it is inflamed, could get infected in need treatment. If you put on antibiotic cream and wrap it in gauze and it does not acquire better then you should see a Dr.
